I just listened carefully to the work reports of each department. The administrative department's work is very important, meticulous, and arduous. However, based on the current situation, it is impossible to increase the staffing except for the vacant position in the Research Management Department and the addition of a vice dean responsible for administration. There are a total of seven people in the administrative department, and as a small group, they have played a significant role in the development of the research institute. I am very grateful in my heart. Overall, I agree with the work ideas of each department in the coming period, especially this year. Since the establishment of the institution, I have been thinking about the role and focus of administrative work, especially the improvement of personnel quality and level. Now, I would like to share three ideas for your reference. 1、 If there is a deviation in the understanding of the fundamental position and guarantee role of administrative work in the development strategy of the research institute, if the concept is not in place, the thinking will also be inadequate, and the action will definitely not be in place. There are only seven or eight people, forming three departments, with many and heavy work tasks. Although there is a need for protection in terms of remuneration and development, without a firm belief and scientific understanding as internal support, I don't think administrative work can be done well. Without sufficient ideological understanding, relying solely on institutional management is even more inadequate. The status of administrative work can be generally understood from three aspects: support, guarantee, and guidance. The first is the fundamental support position. Administrative setup is a practical requirement of China's current system for public research institutions, and it is impossible for government think tanks in the tourism field to build and develop without the existing management system and working mechanism, especially in the fields of philosophy, social sciences, and ideology. We conduct research in the field of ideology, and theoretical workers cannot deviate from the leadership system and guiding principles of the Party and the state for philosophy and social sciences, nor can they do without the work requirements of government regulatory departments. The Party and the government have put forward many work requirements for us. Building a government think tank in the tourism field requires researchers to devote themselves to research, and more importantly, it needs to be consistent with the macro national conditions, especially with the leadership system that guides social sciences. As a unit like ours, our resources and energy are limited, and we need to divide the work and cooperate. The administrative team should effectively undertake administrative, party affairs, logistics, finance, scientific research, academic promotion and other work. In work, attention should be paid to listening to the opinions of various research institutes, organically combining policy spirit and leadership instructions with the specific situation of management service objects, and creatively carrying out work, so as to achieve the work goal of "professional people doing professional things". The administrative team should form a large support platform to ensure the provision of services beyond academic research and to carry out party and mass administrative work, so as not to involve researchers in too much energy, focus on solving their worries, and enable them to concentrate more on scientific research work, forming a basic support role. Of course, the construction of both academic and administrative teams must be emphasized and strengthened. The construction of academic research teams has been discussed extensively, and today we mainly focus on administrative work. The second is the guarantee function, including basic guarantee and academic research guarantee. Administrative personnel also need to understand the relevant professional knowledge of tourism industry development and tourism science research in order to effectively carry out business management and academic promotion work. It's not about you becoming experts and scholars, but having a certain relevant background. Not understanding the nature of the work of management and service recipients at all is not enough to do a good job. So you are also required to attend regular academic presentations, that's the reason. The goal of administrative work is to ensure the work, life, and development of researchers, to do a good job in uniting people's hearts, to bring everyone's hearts together, to reflect the founding purpose of the institute in daily work, and to ensure the continuous promotion of the development strategic goals of the institute. I remember Marshal Chen Yi once said, 'The victory of the Huaihai Campaign was pushed out by the Yimeng people with small carts.'. In fact, not only was the victory of the Huaihai Campaign pushed out by the people with their cars, but the reason why our Party has united and led the people of the whole country to achieve one great victory after another from small to large is also that it also relies on ideals, discipline, the support of the people and the unity of everyone. So, our researchers also need to understand the work of administrative personnel. Administrative personnel should also have a correct understanding of their work value, and have a sense of pride and mission. The third is the guiding role. The administrative department represents the voice of the research institute, and the administrative team should consciously guide the overall development direction of the institute. The administrative team mainly works around the leaders of the institute, and has a clear understanding of their thoughts, plans, and work needs. The administrative team should convey the founding purpose of the institute and the decisions of the institute leaders, unite and lead everyone to move forward together. We need to strengthen the ideological guidance of colleagues within the institute and the guidance of public opinion outside the institute, including guiding the thoughts of colleagues within the institute and external research institutions, as well as guiding public opinion outside the institute, actively coordinating and contacting external units, and creating a more favorable working environment for the institute. In the context of China's national conditions, this is the fundamental positioning of the administrative team. The nature of an administrative team is twofold: service, management, and guidance. It is important to manage the relationships between the three parties effectively. The administrative department focuses more on service, or in other words, strengthening service awareness. For example, the storage and transfer of personnel files, as well as the issuance and receipt of personal certification materials, can be handled by individual employees according to regulations. Many human resources departments of units also do this, but in the research institute, the leadership requires the administrative department to take on these responsibilities. Don't underestimate these daily trivialities. Once done well, it's a heartwarming project. If not handled properly, it will make people feel cold and that this unit lacks human touch. Some functions belong to the management category, but in the specific process, they are services, such as reimbursement. We cannot use processes as an excuse to let researchers run around. We must actively provide services. However, service does not necessarily mean agreeing to all the requirements of employees, as there are many policy restrictions that need to be carefully controlled. 2、 The development of the research institute has put forward new requirements for administrative work. The institute has now shifted from a three-year preparation and construction period to a five-year stable development period. The three-year preparation and operation is also a process of continuously consolidating the foundation for development. Over the past three years, through the tourism economy monitoring and early warning project, as well as the drafting of the "Tourism Internal Reference" and "Information Express" and special documents, we have played a advisory role in the work decisions of the bureau's party group, laying the foundation for the position of a "government think tank". The bureau leaders have also repeatedly affirmed this. Through conducting national tourist satisfaction surveys and projects such as' Zhejiang Model for the Development of China's Tourism Industry ', it has attracted the attention of local governments. Through the scientific research projects and awards for outstanding academic achievements of the National Tourism Administration, as well as leading major social science projects and natural science foundation projects, twelve external research institutions, and regular China Tourism Science Annual Conference, it has to some extent led the development direction of national tourism academia. Guided the development of the tourism industry through tourism group projects, tourism industry summits, and council building. Through the annual report on the development of outbound tourism and extensive international exchanges and cooperation, especially through a large number of public academic speeches and paper publications, China's voice has been raised, effectively expanding the international influence of tourism academia. It can be said that after three years of hard work, our cause has achieved extraordinary development achievements, laying a solid foundation for the next five years and even longer term work. This year is the first year of a five-year stable development period. In future work, the administrative team should assess the current development environment of our institute, pay more attention to standardization, and strengthen innovation. Through our work, we can unite people's hearts and morale, shape the professional image, and continuously enhance the academic reputation and social influence of the research institute. In the new era of development, how to better carry out administrative work and how to approach innovation from a new perspective? We need to conduct scientific research and judgment on the development environment. The first is the industrial development environment. China has entered a stage of mass tourism dominated by national consumption, and the external environment has become more complex. The discourse power in the international tourism industry is becoming increasingly important, and tourism research has correspondingly entered a new stage of integration and innovation between government, industry, academia, and research. Social progress and tourism development have put forward updated and higher work requirements for research institutes. In today's increasingly complex and changing external environment, we need to keep up with the pace of the times and widely use traditional media such as internal reference, express reports, special reports, papers, monographs, conferences, as well as new media communication technologies such as websites, blogs, microblogs, community networks, and mobile communications. With an atmosphere, authority, openness, and transparency, we actively shape the image of a professional government think tank in the tourism field in the new era, and showcase a real research institute to the outside world. The second is the new changes within the National Tourism Administration. At the beginning of its establishment, the National Tourism Administration had high expectations for the research institute. After three years of development, the National Tourism Administration will have higher expectations for us, stricter evaluations, correspondingly higher requirements, and a more three-dimensional and multi-faceted view of us. Moreover, the approval of the bureau leaders does not necessarily mean the approval of the company leaders, and the approval of the company leaders does not necessarily mean that everyone agrees. We work in the office of the bureau and even eat in the same pot. Widely and deeply involved in the work of the bureau and its directly affiliated units is an advantage, but there are also disadvantages. With a lot of people talking, there will be everything they say. Therefore, we have a long-term preparation to dance with shackles, and our scientific research results should be more standardized, targeted, and effective. They should withstand the test of policy practice and industrial development practice, and withstand the scrutiny of public opinion. The administrative team should have a spirit of sacrifice, be united and dedicated, and take on extensive liaison, public relations, and execution work. They should truthfully disseminate the strengths and weaknesses, advantages and disadvantages, and basic values of the research institute to the bureau, so that all aspects of the bureau and its directly affiliated units, especially grassroots civil servants, can have more understanding, recognition, and recognition of our work, thereby creating a more favorable development environment for the research institute. We should adapt to the situation, actively respond to new changes and requirements within the bureau, and closely monitor changes in the environment. The work done by the research institute is not just for one or a few people, but to serve the entire tourism industry, to serve the realization of people's tourism rights and the improvement of tourism welfare. The research institute does not have any special rights of its own. Our cause is to advance and retreat together with the tourism industry and the interests of the people, which is our way of survival and the foundation of development. The third is the internal environment of the research institute. With the increase of personnel and the continuous growth of the team, the recognition of ideas and the unity of thoughts are becoming increasingly important. Although there may be some delays in the arrival time of personnel, overall they have only been in the past two or three years, and their basic qualities are also similar. After another five or ten years, the gap will gradually widen. Some PhDs may grow into academic leaders and have extensive influence in academia and industry, while others may only do ordinary scientific research work. Chairman Mao once said that when a man sheds tears, he does not light them lightly, but it is not yet the time to bestow the title. Do they also have different ideas? I think there will definitely be some. The same applies within the administrative team. From now on, you need to consider how to balance efficiency with fairness. In work, it is necessary to balance the vested interests and demands of old comrades with the creative enthusiasm and work enthusiasm of new entrants, while also taking into account the development opportunities and balanced sharing of benefits for each individual. This is not a simple question, comrades. Many once glorious careers have declined because they cannot overcome this hurdle. The administrative team also needs to develop itself. On the one hand, we rely on ideals to retain personnel, and on treatment and development to retain personnel. In short, we must make every effort to fairly treat every comrade who has contributed to the development of the research institute in the process of career development. 3、 Firstly, we must maintain a high sense of loyalty and mission towards the development philosophy and work goals of the research institute. The administrative team must understand and agree with the founding purpose and development strategy from the bottom of their hearts. Job requirements, work discipline, and welfare benefits are certainly important, but without genuine identification and loyalty, temporary dissatisfaction in daily work or frequent overtime like we do now can lead to misunderstandings and comparisons with government agencies, universities, and commercial institutions in society. Comparing oneself with others, having resentment in one's heart makes it impossible to do a good job. With ideals and recognition, we will have endless strength, and without regrets, we will combine our talents and efforts with the great mission of the times, and with the medium and long-term development goals of the research institute, creating miracles and achieving our careers. The administrative team should continue to engage in political learning and participate in various business work, recognize our founding purpose and development strategy on the basis of understanding, be loyal to our mission, unite and lead cadres and staff to strive for the ideal of building the institute. Secondly, it requires strong execution ability. We are currently and will continue to strive to create a democratic atmosphere and an environment suitable for academic growth, and to carry out various tasks such as discipline construction, talent cultivation, and international growth of the research institute in an exploratory manner as much as possible. At the same time, it is also necessary to adapt to the current administrative head responsibility system, and the administrative team should complete all the tasks decided by the Dean's Office Meeting on time, with quality and quantity guaranteed in their work. Administrative personnel must have a strong sense of execution and creatively complete various tasks assigned by their leaders. When encountering problems, each department should have their own opinions and then submit them to the hospital leadership for decision-making. In short, we need to create a good academic atmosphere and working environment through our joint efforts. At the same time, comrades should also strive to improve their professional quality and work ability. The administrative team should strive to embody the precise, atmospheric, and efficient spirit and work effectiveness of the national tourism academic research team in their daily work. Administrative work should strive to achieve professional decision-making and standardized operation. Many cyclical projects, such as scientific research projects, academic achievement awards, scientific conferences, industry summits, and peripheral research institution work meetings, need to form corresponding work manuals and make preparations and contingency plans in all aspects. Everything must follow the general laws of scientific management, planning, executing, inspecting, summarizing, planning again, executing again, inspecting again, summarizing again, in a cyclical upward trend. In short, every project should improve one's own quality while completing the task. When conducting local or daily work research, we reflect our spirit and institutional style. The research team relies on ideology and academic prestige, while the administrative team relies on the accumulation of work experience and innovation ability in their daily work. We also need to continuously optimize our work procedures and not make them a top priority. Any procedure and standard are for serving people, and we should strive to enhance our service awareness and carry out all work based on people. Finally, efforts should be made to strengthen the construction of the administrative department's own team. The future development of administrative personnel also requires room for growth. You need to learn more and think more. In addition to knowledge and skills related to your job, you should also have a better understanding of the tourism industry and academic fields. If possible, you should also set goals and plans for improving your educational level, and learn and comprehend more documents from the Party and the government. With a broadened perspective, one can have more abundant thoughts, write good materials, and become a good advisor and assistant to leaders. Our administrative team is mostly composed of young comrades, who are in their prime and the fastest time to accept new things. We must cherish opportunities and constantly expand our growth space. Nowadays, we often bear the burden on you and even make everyone give up their rest time to work. We should understand it from a positive perspective. With the rapid changes in the environment and the pressure of talent competition, academic institutions like research institutes lack hard administrative power and surplus funds. However, we have academic platforms and an international perspective that others cannot compare to. If we cannot seize such opportunities and grow without self pressure, our future development space will be greatly limited.
